On Monday the Negroes had three machine guns placed in high-powered automobiles, with hand grenades, and before the riot ended had begun to make bombs. They had plenty of ammunition and guns which were handed around to all colored people who were not able to buy them. The bootleggers who had been making plenty of money went to Baltimore and bought ammunition and guns amounting to more than fifteen thousand dollars[’] worth and gave them out to Negroes.38

Carter acknowledged the role played by ordinary folk, and indeed by some of the poorest and most disparaged elements of the community, in defense of Black Washington in its moment of need:
